The nation was prosperous; Chicago, rebuilt since the second great fire, had risen from its ruins in white and imperial majesty, a marvel of architectural creation, beautiful as a gem, and more than ever the White City of the world. Everywhere the metropolis had been improved. In New York, even, the sudden desire for decency had swept away many an eyesore, and the streets, widened, paved, and lighted, were planted with trees, and the squares laid out with fountains. The elevated railroads were torn down and replaced by subways. New public buildings and barracks were architectural models. The stone wharves around the island were made into parks, a blessing to the people. The State subsidized the theatre and the opera. Foreign Jews were excluded, as a matter of self-preservation, and the new independent negro state of Suwanee was formed, emigration regulated, new laws of citizenship passed, and executive powers centralized, thus promoting the peace and welfare of the country. The government had solved the Indian problem, and the nation sighed with relief when the Indian cavalry, in their picturesque uniforms, replaced the ragamuffin troops of the old War Department. After the great congress of religions, fanaticism and intolerance had been buried, and charity and love began to unite the warring creeds, so that many thought the millennium had dawned in the New World. But self-preservation is the first law. Germany, Italy, Spain, and Belgium, writhing in the throes of anarchy, Russia, watching from the Caucasus, held them each in turn helpless and bound.
